Dr. Carolyn Whitzman is a housing and social policy researcher and Adjunct Professor at the University of Toronto’s School of Cities. Her work focuses on scaling up affordable and non-market housing supply, and she has advised on the UBC Housing Assessment Resource Tools (HART) project, which has influenced federal policy on land use, non-market housing acquisition, and best practices for housing needs analysis.
